LiDAR QA/QC Services

Qualifications:

The scope of work described below must be overseen, reviewed and approved by an American Society

for Photogrammetry and Remote Sensing (ASPRS) Certified Photogrammetrist (CP).

Scope:

1. Pilot project area review – Estimated duration four weeks. The Pilot Report notes inconsistencies

between the Lidar Base Specification and the pilot data delivery.

a. Ensure that the delivered data products meet the QL1(Quality Level 1) requirements.

b. Confirm coverage of the pilot data area, which is expected to be approximately10 square

miles.

c. Please refer to the attached “SCC_2020 Lidar Data Pilot QA.pdf” and

“USGS_CA_SantaClaraCounty_2020_Pilot_Report.pdf” as examples.

d. Vendor will submit a written report detailing findings of the pilot project area review.

2. Full LiDAR data review – Estimated duration ten weeks. After County receives the full data set,

the vendor will review the following LiDAR related products/deliverables:

a. LiDAR Accuracy Report

b. Classified LiDAR Point Cloud File (.LAS format)

c. Bare-Earth DEM (Digital Elevation Model) raster files in GeoTiff format

d. Hydro-flattening Breaklines in shapefile or file geodatabase format as PolylineZ and

PolygonZ feature class, as appropriate

e. Hydro-flattened Bare-Earth DTM (Digital Terrain Model) in GeoTiff format

f. First-Return Intensity Rasters in GeoTiff format

g. First-Return Digital Surface Model in GeoTiff format.

 

h. FGDC Compliant Metadata

3. The results of the full LiDAR data review process in Step 2 must be documented and delivered as

a LiDAR Quality Report (see "USGS and County LiDAR QAQC report.pdf" as a sample report)

that includes the following::

a. Documentation for the QA/QC methodology

b. Correctly georeferenced in correct projection

c. List of misclassifications

d. Classified Point Cloud

i. Corrupt files

ii. Tiles with no data

iii. Incorrect GPS time stamp

iv. Missing data overlap

v. Point density, pulse density, las file statistics, incorrect classification of points,

extract header properties.

vi. Classification of points required by applicable Lidar Base Specification.

vii. Spatial reference system

e. DEM (Digital Elevation Model)

i. Spatial and geometric accuracy (including breaklines)

ii. Breaklines enforcement

iii. Incomplete flattening

iv. Structure

v. Spikes

vi. Missing hydro treatment

f. Breaklines

i. Geometric errors

ii. Z-values

iii. Waterbodies not encompassed with breaklines

iv. Drainage lines not flowing downstream

g. Metadata

i. Must include calibration, collection, and processing methods, are reviewed for

accurate information.

ii. FGDC compliant XML Metadata

4. Status update meetings: County expects to have weekly to bi-weekly status update meetings.

Frequency will be adjusted as needed and determined by the County.

5. Two (2) training sessions with County staff to explain their QA/QC methodology and LiDAR

Quality Report

6. All the meetings and work will be performed remotely.
